FIELD: measurement technology. SUBSTANCE: device has clock-pulse generator 1, univibrators 2 and 3 with repeated starting, measured capacitor 4 (Cx), compensating capacitor 5 (Cc), active resistor being measured 6 (Rx) compensating active resistor 7 (Rc), and three-position indication unit 8. Output of generator 1 is connected to first starting inputs of univibrators 2 and 3, measured capacitor 4 (Cx) is connected to first and second leads of univibrator 2, compensating capacitor 5 (Cc) is connected to first and second leads of univibrator 3, measured and compensating active resistors 6 (Rx) and 7 (Rc) are connected between second leads of each univibrator and terminal of power supply source (Uoutputs), inverse outputs of univibrators 2 and 3 are connected to repeated starting inputs of univibrators 2 and 3, respectively, and direct outputs of univibrators 2 and 3 are connected to three-position indication unit 3.
