FIELD: transport engineering. SUBSTANCE: device has stationary base, leverage and lock. Stationary base is made in form of cylindrical pole with spherical upper end on which detachable hollow cylindrical cup top bottom is fitted. Lower portion of cup is provided with pins getting into corresponding horizontal slots made on side surface of cylindrical pole and connected with corresponding vertical grooves made on spherical surface of pole end. Stop is installed on inner surface of cup over its height for vertical displacement and getting into one of slots through groove. Stop in hinge connected with turnable lever whose axle is secured on cup housing and is connected with lock. EFFECT: reduced metal usage in manufacture of device, simplified design, provision of possibility of mechanized cleaning of parking places, antitheft protection and passage of special transport. 6 dwg
