SUBSTANCE: apparatus has fastening member mounted on seat or on separate basic part and provided with through opening for receiving supporting rocker pin facilitating rotary fixation of supporting member and stopping part in supporting member having through opening for supporting rocker pin. Stop part opening is made elongate and its one end is provided with sleeve adapted for receiving supporting rocker pin and movable from one end of opening to another end. Spring is positioned in opening to create pulsed force between sleeve and stop part, which has guides or stop members engageable with related guides or stop members of fastening member and with spring-loaded sleeve.
