SUBSTANCE: method involves standard arrangement of information signals in sequence of lines of active information while each line has line gate start, for example, color video information signals. Then method involves shifting active video signal in time with respect to part of line synchronization of corresponding line by means of given slowly alternating time shift function, transmission of information about time shift to decoder by means of encoding instantaneous value of time shift signal for start of each field in region of beam reverse clearing in field sweeping of this field. Parts of trailing edge of active signal in previous line and parts of leading edge of active signal in current line are rejected in order to achieve reasonable region of time shift. During decoding method involves rejection of initial line gate signals and color synchronization signals and generation of new signals which are shifted in time with respect to active video signal by initial value which has been determined before encoding.
