FIELD: metallurgy. SUBSTANCE: complex has melting and casting unit with intermediate ladle, cyclic deformation unit, heating furnace, rolling mill, with all parts of complex being connected through transfer devices. Device for transverse conveyance of billets is positioned between melting and casting unit and cyclic deformation unit. Heating furnace is arranged between billet transverse conveyance device and cyclic deformation unit. Heating furnace and intermediate ladle adjoin one side of billet transverse conveyance device. Hot cutting scissors are positioned between heating furnace and cyclic deformation unit. Billet surface cleaning device is arranged between cyclic deformation unit and rolling mill. Bypass device is positioned between cyclic deformation unit and billet surface cleaning device. Receiving and feeding devices for transverse displacement of billets adjoin to input and output sides of bypass device, respectively. Receiving and feeding devices are provided with rollers. EFFECT: reduced billet working time due to combined process of heating cooled part of billet and plastic working of its hot portion. 4 cl, 1 dwg
