FIELD: computer and communication engineering. SUBSTANCE: on sending end, when coding K-1 characters of code word, the latter is supplemented with part of receiver own address from transmitted message and coded with Reed-Solomon code (n,k); coded words are interlaced including group address of subscriber receiver; on receiving end, sync pulse is separated in the course of demodulation and receiver is gated soon as this sync pulse and part of code word corresponding to receiver group address arrive; upon deinterlacing received words, the latter are decoded in adjacent class of Reed-Solomon code (n, k-1) embedded in Reed-Solomon code (h,k) used on sending end; leader of this adjacent class is determined by part of receiver own address. Decoder has demodulator 11, control unit 14, read-only storage unit 15, decoding unit 16, and deinterlacing unit 17; in addition, it is provided with timer 13, and synchronizing unit 12 which is specially designed. EFFECT: improved confidence of messages transmitted in spite of pulse noise and Rayleigh fading in radio channel; increased service life of power supplies used in receivers. 7 cl, 13 dwg, 4 tbl
