SUBSTANCE: pressure equal to surrounding pressure is created in working member made in form of envelope with cavity; at moments of maximum deviation of envelope, pressure is increased in it. For realization of this method, fin is connected with drive made in form of branch pipe, pressure regulator and tiller connected in series. Pressure regulator may be made in form of cylinder with bellows at the ends. Device may be arranged in chamber of rectangular section with open ends.
