FIELD: mechanical engineering. SUBSTANCE: device includes housing where drive shaft 5 and driven shaft 6 are mounted coaxially; cranks 7 and 8 kinematically linked together by means of double-arm rocker 11 are secured on these shafts. Gear train includes also hermetic envelope 4 made from high-tensile elastic steel in form of sleeve 15 with flange 3. Envelope 4 is fitted on arm of rocker 14 and is secured on housing by means of flange 3. At area where flange 3 smoothly changes to sleeve 15 of hermetic envelope grooves are provided which are located over circumference with centers in its axis of symmetry in staggered order relative to grooves over circumference located nearby.
