FIELD: oil and gas production industry. SUBSTANCE: device has body with slots. Pivotally secured in these slots are extending cutters which can interact with piston of hydraulic actuator which is made in the form of hollow cylinder with shoulder and ending in wedge-like surface. Interaction is performed in plane of cutting edge of cutters which is perpendicular to axis of device. Made in body in plane of extending cutters are radial slots which are directed to cutting zone. Extending cutters are fixed in extreme extended position or in transport position due to provision of upper and lower supporting surfaces and spring which is seated in groove made in body and in extending cutters in zone of their extension.
