FIELD: telecommunication, in particular, transmission of time signals over digital channels. SUBSTANCE: the device uses non-linear sequences featuring an enhanced structural complexity preventing the enemy of calculating the rules of formation of synchronizing signal by intercepted sync message, as well as initial and final combinations. To this end, the transmission unit, with the aid of initial filling transducer 5 and final combination transducer 6, changes the initial and final states of the phase-starting device at each new transmission of synchronizing signal, the rule of formation of synchronizing sequence of a composite structure is assigned by means of non-linear recursion unit 7, and the final state of the phase-starting device matched with the transmission unit is set in the reception unit in final combination transducer 17, information arriving from the synchronizing sequence channel is analyzed with the aid of non-linear recursion unit 16 and comparison unit 9.
