FIELD: plant-growth stimulators. SUBSTANCE: two-step drying of brown coal is carried out in swirl chamber under flue gas atmosphere containing 0.5-3.5 vol % oxygen at 200-250 and 350-420 C, respectively. Dried coal is mixed with aqueous alkali solution, and resulting suspension is stirred and treated for 0.5-2 h in circulation mode in dispersing apparatus according to scheme: stirrer-disperser-stirrer. Treated suspension is separated into aqueous phase and solid residue. The former is dried to yield desired product. EFFECT: increased yield of the most active part of humin acids. 1 tbl
