FIELD: fire-fighting equipment. SUBSTANCE: device has body, starting mechanism including rod movable installed in bushing, drive bell-crank hinged to rod end and retainer hinged to bell-crank and connected through platform with surface of electric starting unit, and hand drive. The essence of the invention consists in that electric starting unit is installed square to the body external surface and has sleeve with longitudinal recess and limiter in the upper hollow, and explosive charge located in lower hollow and piston installed on explosive charge. Hand drive is installed on sleeve for turning through 90 deg. Hand drive consists of bushing with annular groove on its end face, guide recess and sleeve is secured to body in semicircular cutout in end part by means of strip. Secured to the rod end with nut and washer is valve. Drive bell-crank is brought out of body, hinged to rod end and has unequal arms; small arm length is L1 and large arm length is L2; and three locating recesses. Bell-crank with its small arm is connected through pressing screw to body, and with its large arm, to retainer. Retainer is installed with the help of hinge in recess of drive bell-crank with a gap between stop surface and internal wall of recess. Retainer has projection in its middle part which contacts the external surface of annular groove of hand drive and supporting platform. Retainer is located on the end in sleeve longitudinal recess for interaction with piston of electric starting unit. In this case, retainer hinge axis is displaced to rod axis with respect to middle point K of contact of retainer projection with annular groove through distance l = (0.02-0.05)L2, where L2 is length of large arm of drive bell-crank.
