It contains organic polymeric binding material and fibrous reinforcing material in quantity of 1-60% of base mass. Surfaces which form base loop are parallel to each other over entire loop length. At least one layer of fibrous reinforcing material is immersed in organic polymeric binding material. Base consists of noncrossing layers of fibrous reinforcing material immersed in organic polymeric binding material. Layer of fibrous reinforcing material includes layer formed from one continuous fibrous strand wound as spiral over length of loop-base and capable of longitudinal extension.
