FIELD: environment control procedures. SUBSTANCE: this is intended for elimination of oil spread on surface of water basins. According to invention, created under oil covering when preparing it for pumping-over from water surface within taking-over section is layer of foam which separates fouling from water. This is achieved by creating bubbles in water stream with breakages in water steam continuity. Petroleum product and air are delivered into water stream through aforesaid breakages in continuity. Petroleum product prior to delivering through breakages in continuity of water stream can be dispersed in air. Versions of device are designed on base of rotary pump to create layer of foam from multiplicity of stable bubbles contained in oil covering and for pumping-over oil fouling which is separated from water by layer of foam.
