FIELD: civil engineering; manufacture of building materials. SUBSTANCE: method consists in delivery of quartz sand to first stage grinding homogenizer via channel. Alkaline water is also fed there via water pipe line. Water has alkaline reaction pH 12.5 due to passing it preliminarily through electrolysis unit. Starting material - sand is preliminarily ground in first homogenizer at moisture content of 25 percent in alkaline medium at pH 8.9-10.5 and temperature 20-60 C. Water-and-sand mixture ground preliminarily is fed from first homogenizer to second one mounted vertically. Spindle-shaped taper members are mounted in working area of second homogenizer. Second homogenizer is used for final grinding of components at moisture content of up to 100% to required dispersitivity and high activity. Highly concentrated binding suspension thus obtained is fed to stabilizer. EFFECT: simplified process of production of binding compound; increased capacity of plant; improved physicochemical properties of mineral binder. 1 dwg, 2 tbl
