SUBSTANCE: working member has two cutters in form of truncated cones consisting of ribs on which knives are mounted and connected along larger base. Ribs of one of cutters are connected by cylindrical hinge joints with larger and smaller bases of cutter, and axial displacement drive of larger base provided its relative displacement relative to smaller base of cutter with hinge connection of ribs is made in form of hydraulic cylinder connected by longitudinal hinge joints with larger and smaller bases. Guide mechanism is mounted on bases of cutter with hinge connection of ribs, with guide shaped slot being made inside cylinder secured on smaller base and tennon moving along slot mounted on cylinder telescopically coupled with cylinder installed on smaller base and rigidly secured on larger base.
