SUBSTANCE: device has tine provided with grips and connected with rotary boom for rotation in longitudinal-vertical plane, and disk cutter connected with rotary boom for symmetrical declining to both sides relative to cutter longitudinal axis in horizontal plane. Tines are rotated and disk cutter is declined independently by hydraulic cylinders. Disk cutter is rotated by reversing hydraulic engine.
