FIELD: catalysts in petroleum processing. SUBSTANCE: alumina carrier for active hydrogenation components is supplemented by molybdenum and nickel and/or cobalt compounds, phase-forming promoters and pore agents. Carrier is then shaped, dried, and calcined. According to invention, phase-forming promoters C taken individually or as mixtures, are solutions of ammonia, phosphoric, nitric, and hydrochloric acids, rare-earth metal nitrates, aluminum nitrate, gamma-alumina and boric acid powders, which are added to active hydrogenation components at pH 2.2-5.0; and pore agents C polyvinyl alcohol and/or hydroxyethylated polyethylene glycol polyester C are added after active hydrogenation components. The latter are formed from molybdenum, nickel and/or cobalt salts ore from complex obtained by adding to aqueous solution peroxomolybdophosphate [P2MO5O23-x(O2)x](NH4)6, wherein x=1 or 2, cobalt or nickel nitrate at molar ratio Ni(Co)/Mo/P (0.8- 1.8):91.1-2.5): 1.
