SUBSTANCE: method involves development of electronic system for making transactions with given hierarchy of responsibility levels, issuing smart cards, storing identification code of emitting bank into memory region of each smart card, presentation of simultaneously two cards of transaction parties into reading unit, comparison of identification codes, which are read from these cards, to stored identification codes and making electronic payment of corresponding money amount from account of one transaction party to account of another party, if codes match. EFFECT: using arbiter of electronic system for resolution of low-responsibility collisions by detection of encoded identification codes of corresponding and lower levels from memory region of collision card and their comparison to those stored on this responsibility level. 2 dwg
