Central unit has receiver, unit of band-pass filters, decoder, memory unit, memory control unit, modem, demodulator, receiver-transmitter. Output of receiver is connected through unit of band-pass filters to decoder and first input of memory control unit, which first output is connected to first input of memory unit, which second input is connected to output of memory control unit, which first input is connected to second output of decoder. Second input of memory control unit is connected to output of demodulator which input is connected to receiving output of receiver-transmitter. Input of receiver of receiver-transmitter is connected to output of modem. Dispatching unit has radio signal receiver-transmitter, demodulator, encoder, computer interface controller, encoder control unit, and computer. Output of receiver is connected through demodulator to input of computer interface controller which information output is connected to information input of computer, which control output is connected to output of encoder control unit. Output of encoder is connected to output of transmitter of receiver-transmitter. Decoder is designed as n circuits, each of which has square detector, integrator, threshold unit, which outputs are connected to unit of matching circuits, which outputs are joined to address information inputs of memory unit.
