FIELD: electrochemical power engineering. SUBSTANCE: according to invention, solid-oxide fuel cell has thin- layer porous cathode and anode catalysts linked by diffusion with solid electrolyte surface. Catalysts have clusters of materials possessing high catalytic activity and materials incorporating in their composition varying-valence elements included in solid electrolyte. Solid electrolyte contacting them at least through depth of 2 mcm has axial crystallographic texture with block size of 100-300 and incorporates clusters of varying-valence elements in the amount of maximum 0.1 of total thickness of solid electrolyte. Magnetron- induces synthesis is used in magnetron evaporation process for fuel cell manufacture to produce crystalline porous layers of solid electrolyte containing clusters of catalytically active materials and varying-valence elements linked by diffusion with gas-tight layers of solid electrolyte which have axial crystallographic texture through depth of at least 2 mcm and incorporate varying-valence elements in the amount of maximum 0.1 mcm of total thickness of solid electrolyte.
