FIELD: measurement of flow rate of liquids with variable composition, preferably of sewage. SUBSTANCE: two electromagnetic fields with different angles of vectors of electric intensity with regard to surface of liquid are excited in measurement section-resonator. Inherent frequencies of resonator are measured and their values and algorithm are used to determined level h and dielectric permittivity ε of liquid in measurement section. Value h and known value of inclination of conduit are used to determine flow rate and value ε is employed to find fouling degree. EFFECT: increased accuracy of method if there is no obstacle to flow of monitored medium. 4 dwg
