FIELD: hydroacoustics, in particular, low-frequency small-size wide-band emitters. SUBSTANCE: device has coaxial cylindrical piezoelectric elements which are acoustically disconnected at their ends, run radial oscillations and are equipped with opposing pairs of cuts in longitudinal direction. In addition device has matching element, which is rigidly connected to piezoelectric elements, is made from solid material. Inner surface of matching element has ring groove. In addition device has emitting cylindrical envelope which is made from acoustically soft material with low sound speed, which inner surface is rigidly connected to external surface of matching element. External radius of emitting cylindrical envelope is greater than external radius of cylindrical piezoelectric elements by factor 2.5-3. Height of matching element side surface which is directed towards cylindrical envelope is less than height of matching element side surface, which is directed towards cylindrical piezoelectric elements, by factor of 2.5-3.
