SUBSTANCE: fluorine-containing polymers are prepared by radical polymerization of aqueous emulsion or suspension of polymerizing mixture comprising at least one fluorine- containing ethylenically unsaturated monomer, initiator and oxidizing agent. Initiator is sulfinate containing fluoroaliphatic radical and oxidizing agent capable of oxidizing said sulfinate to sulfonyl radical.
