FIELD: chemical industry. SUBSTANCE: aqueous composition having pH from 0.5 to 6 comprises hydrogen peroxide or its donor, hydrophobic liquid ingredient and mixture of non- ionic alkoxylated surfactants is described. Hydrophobic liquid ingredient is bleaching activator such as acetyl triethylcitrate emulsified in said composition by using mixture of non-ionic surfactants. Fatty alcohol alkoxy derivative based composition comprises at least one surfactant having HLB value higher or equal to HLB value of said hydrophobic liquid ingredient, and at least one non-ionic surfactant having HLB value of said hydrophobic liquid ingredient, HLB values of said non-ionic surfactants being not identical, and said emulsifying system meets equation:
