FIELD: mining industry. SUBSTANCE: device is made in the form of wheel with blades and bracket for fixing wheel axle to stream forming facility. Blades are resiliently linked with wheel. Wheel brake is installed on bracket. Aforesaid embodiment of device allows for enhancing efficiency of dynamic action of head stream of liquid exerted on rock matter or other materials for purpose of their weakening, crushing, cleaning of surfaces, strengthening, etc. by bringing pulsation mode to stream of liquid and by control of pulsation frequency in wide range without substantial worsening of quality of liquid stream.
