FIELD: organic synthesis. SUBSTANCE: stable electron-acceptor compositions are provided containing multitude of acicular metal complexes precipitated on substrate. At least one VIII group zero-valent metal is captured by such matrix. Complexes contain 1 to 100 groups having general formula (Y¹O₃-Z-Y²O₃)Me′, wherein Y¹ and Y² are phosphorus or arsenic, Z bivalent group reversibly forming stable reduced state and containing two coupled cationic centers having common negative charge E^⊙red, and Me¹ is tri- or tetravalent III, IVa or IVb group metal with atomic number at least 21, or lanthanoid. Elements are bound to substrate over bivalent linkage. Charge Z is counterbalanced by anions. Water decomposition means is thus provided to form gaseous hydrogen, which means can also be used to determine oxygen and as high-efficiency catalysts for production of hydrogen peroxide and for oligomerization of methane to produce higher hydrocarbons. EFFECT: new various-destination catalyst provided.
