FIELD: methods and devices for burning fuel; reworking of organic wastes in solid, liquid and gaseous states. SUBSTANCE: proposed method includes thermal decomposition of wastes in presence of limestone and discharge of reworking products; thermal decomposition is performed in reactor in single technological process by initial action of electric arc at simultaneous delivery of furnace fuel oil and air and activation of organic wastes followed by burning combustible gas in neutralizer and neutralization and discharge of products of gas reworking; thermal energy taken off loop of neutralizer and reactor is used by heat consumers; during thermal decomposition use may be made of periodic action of electric arc and delivery of furnace fuel oil and air. Plant used for realization of this method is made in form of reactor having housing, intake bin, proportioner, injectors, heat source, measuring instruments, device for discharge of products of reworking, neutralizer and activator mounted inside reactor equipped with air supply device; heat sources are made in form of electrodes fitted with mechanism for feeding them to reactor and automatic liquid fuel delivery unit; neutralizer and reactor are provided with heat exchangers and steam generators.
