FIELD: materials handling facilities. SUBSTANCE: proposed device is made in form of housing accommodating impeller and its drive motor. It has at least two horizontal circular rows of holes uniformly spaced over circumference of housing and designed for suction and discharge of air. Holes are provided with louvers furnished with drives to ensure selective opening and closing of louvers which are controlled by microprocessor. Microprocessor generates control signals basing on signals of load angular deflection pickup sensitive to deflection of load from vertical and in azimuth which makes it possible to kill load vibrations on hanger with simultaneous provision of controlled deflection of load in horizontal direction as required to provide accurate placing of load on site at construction and other jobs.
