SUBSTANCE: cryptographic system makes it possible to code general production policy and sanctioning information in signature, as well as certificates, by using attribute certificates for bringing into service sanctioning policy and demands. Checking of sanctioning policy and demands in system is brought into service by limiting access to open keys for users who put their digital signatures and agreed to follow the given system rules. They guarantee additionally payment of use of secret and open keys. In addition, users may impose policy rules and demands of their own on deals in system.
