SUBSTANCE: invention is related to communication system and provides for achievement of highest quality of service on the average to users in all multi-user communication system thanks to control over speed of data transmission in given system. In correspondence with invention degree of usage of communication resources both for direct communication line from base station to remote users and for backward communication line from remote users to base station is measured. Measured value of degree is used for comparison with at least one value of threshold determined beforehand and speed of data transmission or composition of transmitted data with use of resources of communication system changes in agreement with result of mentioned comparison.
