FIELD: digital signal processing. SUBSTANCE: device receives encoded data packets, which represent information about TV image in compressed form. Decoding and decompression of video packets in order to produce groups of digital words representing TV image is achieved by means of video decoder with respective random access memory unit. Said groups of words representing TV image have compressed format of components, for example, Y, U, V in ratio of 4:2:2, corresponding to formats for compression of TV image components in which component pairs (U, V) encode color of more than one pixel. In addition video decoder has graphical image displaying unit, which converts bit image which is stored in one of memory unit regions, into groups of digital words, which represent TV image. Groups of words which represent TV image have non-compressed format of components, Y, U, V in ratio of 4:4:4. Color-related components (U, V) of non-compressed components of image are removed by converter in order to produce new groups of graphical image that have same format as groups of TV image and may be multiplexed with TV image groups for inserting graphical image into TV picture.
