SUBSTANCE: dry cement mix comprises finely ground portland cement and superplasticizer C-3 based on sodium salt of naphthalenesulfonic acid-formaldehyde condensation products, composition further comprises expanding mineral additive which comprises, wt.%: vulcanic rock, 65-85; gypsum, 19-35 (1-7 wt parts of portland cement are used per 100 wt parts of superplasticizer and 2-14 wt parts of said additive. Vulcanic rock comprises tuff or vulcanic ashes or perlite. EFFECT: greater strength, higher frost resistance and sulfate resistance, and improved water proofness of concretes and solutions. 2 tbl
