FIELD: building materials industry, more particularly monolithic construction and manufacture of concrete and reinforced concrete products and structures and also repair and reconstruction of production rooms with higher moisture content. SUBSTANCE: dry cement mix comprising portland cement and expanding mineral additive including vulcanite rock, gypsum, dolomite and microsilica. Expanding mineral additive includes additive "ИР-1" which is vulcanite rock at silicon oxide to aluminium oxide ratio of greater than 3.5, pumice and plasticizer, ratios of components being as follows, wt. %: said vulcanite rock, 40-85; gypsum, 10- 35; dolomite, 0.30; microsilica, 0-5; and plasticizer, 1- 3. Ratios of components of dry cement mix are as follows, wt.%: portland cement, 75-95; expanding mineral additive, 5-25.
