SUBSTANCE: apparatus includes supporting springs, springs for correcting initial position of anvil block relative to guiding columns, pneumatic cylinder with moving piston, device for providing constant effort of compressed air acting upon anvil block moved upwards, pumping unit for providing closed cycle of compressed air action. Device providing constant effort of compressed air acting upon anvil block includes inlet and outlet controlled valves joining pneumatic cylinder with main air pipeline. Pumping unit includes reservoir, solenoid valve with electric circuit for controlling valve operation, non-return valve, outlet controlled valve connecting solenoid valve with atmosphere, inlet controlled valve arranged in main air pipeline before reservoir. Inlet and outlet controlled valves for device providing constant effort acting upon anvil block, reservoir, solenoid and non-return valves form circuit having successively connected units and closed by means of pneumatic cylinder.
