FIELD: radio engineering, transmission of discrete messages. SUBSTANCE: proposed device can be used to enhance utilization factor of handling capacity of radio communication lines and networks, specifically satellite communication lines and networks when complex of technical facilities for data transmission is employed. Device controlling data transmission over radio channel incorporates two AND gates, two flip-flops, three counters, two arithmetic logic units, four on-line storages, timer, divider, three comparators, clock pulse generator, pulse distributor, unit of reprogrammed permanent storage, threshold element, five delay elements, two adders, electron key and has controlling input and output and six data inputs. Such design of device controlling data transmission over radio channel as distinguished from prototype makes it possible to prevent conflict conditions with multiple access to radio channel, to control functioning conditions of complex of technical facilities for data transmission used in radio communication lines thanks to collection and processing of statistic data on condition of radio channel, to change average transmission rate in network and to enhance as consequence utilization factor of handling capacity of radio communication lines and networks.
