FIELD: mechanical engineering; plants generating electricity when isolated from atmosphere. SUBSTANCE: in operating process, inert gas in electrochemical generator circuits is replaced by oxygen and hydrogen pre-heated in heat-transfer apparatuses by liquid circulating in temperature control systems; electric current for users is generated due to electrochemical reaction occurring in the process; during inert gas evacuation electric current is supplied from electric generator driven by internal-combustion engine fed with fuel, oxidizer, and filler (inert gas), including that later on evacuated from electrochemical generator circuits; mixture obtained is burned up and waste gases are cooled down using their heat for raising temperature of liquid in temperature control system of electrochemical generator; then mixture is cleaned in neutralizer and supplied to internal-combustion engine. EFFECT: reduced starting and acceleration periods, improved performance and economic efficiency, improved reliability. 1 dwg
