FIELD: mechanical engineering; cogeneration plants. SUBSTANCE: proposed operating process includes supply of heated atmospheric air and hydrogen-containing gas to electrochemical generator loops, electrochemical reaction for electrical energy generation to feed power loads, and production of high-temperature mixture of steam and carbon dioxide, bifurcation of the latter, supply of first flow to thermochemical reformer for generating hydrogen-containing gas from hydrocarbon fuel, delivery of second flow to gas loop of exhaust-heat boiler to produce heat in its water loop in the form of steam or hot water to feed heat loads; electric current is produced in electric generator driven by internal-combustion engine during period when electrochemical generator is gaining rated conditions.
