Insert has one or more holes wherein high-density electric charge is built up, its potential being high enough to ionize hydrogen isotope atoms and to impart energy pulse to these atoms so as to overcome Coulomb barrier and to provide for nuclear interaction when fluid insulating medium such as light water whose resistivity is about 1011 Ohm-m is doped with chemically pure heavy water of same insulating characteristics and proportion required to control the reaction.
