SUBSTANCE: device has active layer, which is made from absorbent carbon, high-molecular polyethylene and stabilizing agent (polyisobutylene or butyl) amounting to 5-45% of polyethylene weight. Also, device has hydrophobic layer, which is made from process carbon, high-molecular polyethylene and stabilizing agent (polyisobutylene or butyl) amounting to 5-45% of polyethylene weight. Finally, device has current-conducting grid. Mix of absorbent carbon, high-molecular polyethylene, 5-45% of stabilizing agent (polyisobutylene or butyl) and industrial oil is used for production for active layer of electrode. Mix of process carbon, high-molecular polyethylene, 5-45% of stabilizing agent (polyisobutylene or butyl) and industrial oil is used for production for hydrophobic layer of electrode. Said mixes are deposited on opposite sides of current-conducting grid at high temperature. Oil is extracted by solvent. Finally, production procedure involves additional pressing under temperature of 110-170 C and specific pressure of 100-500 kg per sq. cm. EFFECT: increased service life. 6 cl
