SUBSTANCE: network is designed as combination of wireless subscriber loop and mobile communication in sharing mode of frequency channels and time intervals using multiple-access code time-sharing method or multiple-access code division method or multiple-access code division method with time sharing. Radio signals are split into groups corresponding to their transmitted power. Each group is assigned to separate time interval. Frame synchronization is established for base stations using transmitted radio signals. The method implements functions of cellular communication networks and personal communication network, each of which has specific duration of time interval, while same frame synchronization is used.
