FIELD: rescue equipment. SUBSTANCE: method involves moving load by gravity along fixed tubular load carrier made in the form of perforated tube; reducing speed by lengthwise cutting of tubular carrier. Carrier is made in the form of separate mutually intersecting parallel 2.0-15.0 mm thick polymeric threads which are secured one with the other. Speed reducing device is made in the form of sleeve, which is positioned on carrier surface for displacement along it. Load fastening device and cutting members are mounted on sleeve. Cutting members are positioned for engagement with tubular carrier. Method and apparatus are used for evacuation of people, animals and materials from high-rise objects in extreme situations.
