FIELD: electrical engineering. SUBSTANCE: method involves preliminarily applying 25-35 mcm thick electrolytic composite coating layer having nickel as basic ingredient covering metal cathode base. The coating has 5-9 % by mass of dispersed graphite phase, particle being of size equal to 5-20 mcm. Then layer containing graphite, carbon black and fluoroplast mixture is smeared over the coating.
