FIELD: reduction-oxidation catalysts. SUBSTANCE: copper and zinc- based catalyst for low-temperature water steam-conversion of carbon monoxide is prepared by mixing zinc-copper compound with calcium aluminates, manganese carbonate and activated carbon, molding catalyst granules, and heat treatment. According to invention, catalyst composition is supplemented by at least one alkali-earth metal compound and/or at least one rare-earth metal compound in quantity of no more than 2.0 wt % in total.
