SUBSTANCE: surface washed y liquid or gas is provided with projections members in form of flat plates of rectangular cross section and similar flat plates 50% of which have height of 0.5 of height of remaining plates. Projecting members of all types are oriented over surface across flow. Position and shape of projecting members ensure reduction of thickness of boundary layer of flow, thus reducing hydraulic resistance. Plate mounting pitch "t" is equal to 0.8 to 1.2 of its height.
