FIELD: agriculture, more particularly fertilizers. SUBSTANCE: main component containing sea plants comprises at least one component selected from group consisting of larvae Laminaria and Ahnfeltia, and sea grass Zostera. Additive to fertilizer comprises at least one component selected from group consisting of larvae Costaria, Chondus, Cistozeia, and sea grass Rhyllospadix. Main component includes 20 to 90 wt %. Additive includes more than 80 wt %. In process of producing fertilizer from sea plants by fermentation, plants are fermented at temperatures from 115 to 40 C for period from 24 to 240 hours. In this case, plants are first crushed to particle size from 0.1 to 100 mm. After fermentation, fertilizer is used either in liquid or dry form. In the latter case fertilizer is infused in water at solid phase to water weight ratio from 1:50 to 1:3.
