SUBSTANCE: the device has a detachable casing made of bionert material, and a storage cell located in the casing. The storage cell is made of a composite filler of ceramic, metal and organic powders preliminarily subjected first to torsion spherodynamic treatment and then to the influence of electromagnetic radiation within a frequency range of 1 to 5 mm. For influence on a human the casing may be made for placement in the zone of projection of the human solar plaxus. For influence on an animal the casing may be placed on the inner side of the collar for the animal.
