FIELD: water treatment, apparatuses used for water treatment by electric charges with the aim of oxidation of impurities and disinfection of water. SUBSTANCE: the device has a discharge chamber, air and water circulation system through the discharge chamber to the mixing chamber, high-voltage pulse source connected to a high-voltage electrode located in the discharge chamber above the water under treatment and the bottom. A dielectric plate provided with a core electrode is positioned between the high-voltage electrode and the discharge chamber bottom on the surface of the water under treatment. The lower ends of the electrodes are dipped into the water under treatment, and the upper ones form the discharge gaps, with the high-voltage electrode.
