FIELD: preparation of water for drinking and service water supply systems, sewage purification, disinfection and activation of water. SUBSTANCE: reactor includes body which upper part has unit forming water and gas mixture, electrode system located under unit forming water and gas mixture and unit discharging water and gas mixture positioned under electrode system. Unit forming water and gas mixture includes aerator, ejector, branch pipes to feed and discharge air and gases. High-voltage pulse generator is connected to electrode system. Water is treated by barrier discharges with duration of positive and/or negative high-voltage pulses not more than 0.50,5•10^-6 s and ratio of amplitude of pulse voltage to distance between electrodes within limits of ( 2-10 ) (2-10)•10^-3 V/mm.
