FIELD: metallurgy, more particularly melting of steel in electric furnaces and converters. SUBSTANCE: composite blend for melting of steel comprises, wt %: oxide iron-containing material, 0.5-30; and iron-carbon alloy is semi product of pretreatment of liquid cast iron with oxygen to desired carbon content, the balance. Sum of components K and carbon in semi product is 0.05- 4.5 %. Semi product comprises 0.05-0.40% (K) in amount that assures affinity thereof to oxygen when blend is heated to temperature of lower than 1500 C and which is equal and/or than higher that that of carbon. Composite blend further comprises carbon in free state, ratios of ingredients, wt %: oxide iron containing material, 0.5-30; free carbon, 0.1-8; desired carbon content, the balance. Ratio of sum of free and bonded carbon and oxygen in blend is equal or greater than stoichiometric amount. EFFECT: higher purity of the blend and wider sphere of application thereof. 7 cl, 1 tbl
